Former Labor minister Julian Amos interviewed 60 Tasmanian CEOs, union leaders, heads of peak industry bodies, economists, heads of government agencies and political commentators and came up with a damning assessment of the state’s economy.

On the front page of the report, released on Thursday, Dr Amos says, “Tasmania is wallowing in the comfort of mediocrity, a mendicant state, fast becoming an aged care facility in a national park”. Dr Amos says the island state is being hamstrung by a poor planning system, excessive protest action and the appearance of public sector instability, owing to Labor’s minority government partnership with the Greens.

Tasmania is also becoming reliant on Commonwealth funding through tied funding and a disproportionate share of GST, Dr Amos says.

Dr Amos criticises the budgetary position of the state government and the opposition, saying they are too focused on managing the books and not enough on economic development.

His report recommends significant planning reforms and that the state substantially increase its population in line with the rest of the country.

Dr Amos also recommends restoring the size of the state’s parliament to 35 members.

I think, my dear sir, you have it right – now what happens when a whole country is like that – all requiring a disproportionate amount of public funding.
